Issue #6407: [RFE] support Nitrokey stick devices for OTP management - freeipa

Add support to program Nitrokey tokens with the help of libnitrokey when provisioning OTP tokens in FreeIPA.

https://github.com/Nitrokey/libnitrokey provides API and Python bindings to allow direct access to the USB tokens from Python code.

A resulting IPA CLI should look similar to Yubikey extension.
