Description of problem:
ipa-server-install --uninstall  does not restore /etc/ntp.conf and let lines
inside it added by ipa install

How reproducible:
locally & automated
Steps to Reproduce:
1.ipa-server-install
2.ipa-server-install --uninstall
3.tail /etc/ntp.conf
Actual results:

fudge 127.127.1.0 stratum 10
Expected results:
no lines as in Actual results
