#6064 Create tests for the new certificates WebUI

Tests expect the old way of managing certificates (i.e. cert_view, cert_get, etc. in Action menu) The new WebUI for managing certificates (#5381, #5108) moves these actions to new certificate widget and each certificate widget has its own action menu with these actions.

This change should be also implemented in tests.
