Issue #5983: Ensure that replica promotion deny to install a replica against a server with newer version - freeipa

A lot of code in IPA assumes that new replica will be equal or higher version than the master.

This is ensured on domain level 0 in replica files.

Thins needs to be investigated or fixed on domain level 1.
