#5915 Update zanata.xml config

Zanata config contains deprecated configuration and does not respect versioning for different branches.

Proposed fix:

  • remove from zanata.xml, this tag is deprecated and should be removed, locales and locale mappings configurations are done on server side
  • add proper project-version for different branches to not rewrite old branches with translations that are not used in new code

Additional question: the current zanata.xml contains only subset of locales available on Zanata. Should we disable translations for other languages on zanata page, or should we allow to have all available translations in IPA?
