#5682 shared certificateProfiles container is missing on a systems upgraded to 4.2.4 from freshly installed 4.2.1

Reopen Issue

System installed to 4.2.1 and the upgraded to 4.2.3(4) has not configure certificate profile even though it should have been fixed in #5269 or #5459.

Current issue of affected system is that in state file it is marked as configured and therefore upgrader skips creating the profiles.
