Issue #5674: vault-add: warn if user does not exist - freeipa

It is allowed to add a vault for non-existent service or user.

vault-add should warn in such case to notify the fact. E.g. to prevent errors caused by typos.

Optionally: warn while deleting user that there are existing vaults (could be separate ticket)

Note: opened based on BZs related to tickets #5216 and #5215
