I'm sorry #5572 has nothing to do with this ticket, I was investigating it with this issue simultaneously and ran wrong test suite. Sorry for confusion.

Nevertheless test_external_ca passed in my setup.

It works for me with latest freeipa 4.2 +

Tested with freeipa-server.x86_64 0:4.2.3.201602151606GITf224590-0.fc23
