#4366 Implement Web UI page for token synchronization for admins

Admin should be able to sync the token on behalf of the user. It may be desirable to allow the admin to set the sync window size.

Subtask of #4260.

I discussed this case with Nathaniel and we decided to postpone this functionality to FreeIPA 4.1 to avoid rushing it and only have the UI for login time token synchronization (#4218).

Assigning to Nathaniel as we will first need to have the API command before we can add the Web UI support.

No time in 4.1 - moving to later version.

CLI part of this ticket: #4593.

Processing leftovers from 4.2 backlog - this ticket was found as suitable for consideration in next big feature release - 4.4.
