#3232 HBAC and SUDO have inconsistent behavior regarding external users

All IPA objects that accept the concept of the external user should behave similarly. Right now SODO is different.

This is related to ticket #3211. The fix to that ticket might provide a temp solution but we need to fix the behaviour to be consistent across all objects.
