Specifically speaking, currently LGC has three ranges, 55-59 for default fonts, 60 for main?, and 61-64 for low priority. I don't even know if we use it properly though, no such detailed ranges is defined in 65-69 where is actually used for non-LGC fonts.

You’re the boss fontconfig-side, just propose something better, it will be merged as is.
However, don’t expect packagers to rush changing existing packages, they will probably only take the new instructions into account for new packages.
If something like https://gitlab.freedesktop.org/fontconfig/fontconfig/issues/200
was added to fontconfig, the ordering would matter a lot less, because it would properly scope aliases and separate compatibility aliasing (in other font groups) from priority aliases (declared in the group dedicated to a specific family)

Sure. well, that need lots of changes. so I don't think we'll see that change soon though.
