#877 Develop a consistent way to run unit tests once we use site_packages in tox's virtualenv

For Module Stream Expansion, we'll need to use the system's site_packages in tox because libsolv doesn't provide bindings when installed via PyPi. Let's develop a container image that's solely used for running unit tests. That way we can guarantee the environment is the same on every system.
