Issue #701: Remove all the LOG_BACKEND stuff - fm-orchestrator

I'm pretty sure we don't use it anywhere and we just use the console logger.

It is confusing!

Can we remove it, and only support logging to console.

For people who really want things going to a file or to the journal, they can just run with systemd or by redirecting to a file.

Nevermind. @mikeb pointed out that there's no way to get tracebacks nicely into ELK without using the journal backend.
