#676 Support failover when using AMQ messaging

MBS needs to support failover between hosts when connecting to AMQ brokers configured in active/passive mode.

The config should probably be updated to allow specifying a list of hosts to attempt to connect to in round-robin fashion, and a separate list of queues/topic to subscribe to once connected.
