Issue #428: Tests for the poller - fm-orchestrator

We currently have no tests for the poller. We should add some that test its basic behavior and any known failure cases.

This is partly done in ./tests/scheduler/test_poller.py. I have written tests for bugs we have encountered in prod.

All methods in producer (formelly) poller have the tests now, closing this one.
