Issue #302: easyfix: add a redirect to the module list from the base url - fm-orchestrator

See: https://mbs.stg.fedoraproject.org/module-build-service/1/module-builds/

If someone visits: https://mbs.stg.fedoraproject.org then they get a 404. it would be nice if they got redirected to something more useful.

Will be handled by redirect in Apache config.

I set 302 redirect (in staging infra only a.t.m.), which redirects to the list of module builds.

Commit 296d286 resolves this issue.
