#162 Look into general devel environment tooling

This is a good place to start:

It would be nice if either 'oc cluster up' or 'docker-compose up' started the whole devel environment, not just a few pieces.

Such tooling probably belongs in a separate repo like Modularity-Devel-Env, and not with any one specific tool.

I have created a single repository for us to develop the local dev environment: https://pagure.io/modularity/local-dev-env

Everyone in the Modularity group has a commit access.

FYI, we still want to look into this, but having it as a ticket in the MBS tracker isn't helping anymore. I'm going to close it. Thanks!
