I am working on getting the Pantheon desktop back into shape after I needed to retire it a few Fedora releases ago. The set of packages that is currently available in Fedora 40+ is incomplete and cannot be used as an actual, functional desktop environment.

I would like to update wingpanel from the current version (a git snapshot at some point after the 3.0.5 release) to the latest state in git (a snapshot after the 8.0.1 release) because this adds support for being built against GNOME / mutter 47, and would fix FTBFS and FTI issues on Fedora 41+.

This update includes an soname bump (libwingpanel.so.3 → libwingpanel.so.8) and will require rebuilding packaged plugins / "indicators" (all of which are maintained by myself), which is why the update would clearly violate the Updates Policy.

However, because the package is unusable in its current state (not functional in Fedora 40 and not even installable on Fedora 41+), I think it is reasonable to request an exception to the Updates Policy for this case.
