#2590 F35 Change: Reduce dependencies on python3-setuptools

We'll do two things to reduce the number of Python packages unnecessarily Requiring python3-setuptools:

  1. python3-devel will no longer Require python3-setuptools

  2. packages with console_scripts/gui_scripts entry points will no longer automatically Require python3-setuptools

  3. Change proposal
