Change proposal for FESCo to review: Binutils 2.31
Rebase the binutils package from version 2.30 to version 2.31.

Please note that we approved Binutils 2.30 already for F29. This change to 2.31 talks about falling back to 2.30 as a contingency mechanism, and the change to 2.30 talk about falling back to 2.29 as the contingency mechanism. I guess the second change is supposed to supersede the first, but they should be merged actually (since F29 users are going to see changes from both versions). I asked for clarification on fedora-devel.
+1 to the change, as long as we clarify that it should automatically supersed the "Binutils 2.30" change when implemented.
