The numbered lists in the steps section are supposed to continue incrementing instead of resetting in each section

I notice this after the rebase to the latest docs template is merged, but I'm not sure if it predates that. It certainly affects the numbering in #94

Is this a bug in antora? If so, then I don't think we can do anything about that, right?

This is still an issue. I see 1., 1., 1., 2., 1..
