Modularity was discontinued in Fedora 39.

Override module-related commands to hide them, thus not to list them among the available commands.

Fixes: #595

I am not going to drop the functionality from rpkg soon, because the other project still relies on it.

But I can (if required) change module-build-* methods to show a warning instead of hiding them.
