I just rebased this PR onto the latest master branch.

Please consider merging it before the next release of fedpkg.

Unfortunately, CI is now failing for py27 and flake8python2--but it appears completely unrelated to this PR. Perhaps there was a change in the Jenkins Python 2 environment?
