IMHO it could be followed by a patch removing the infrastructure for building alt-arch specific packages completely.

There should be a short paragraph on why the change is being made. Explaining about the koji moves so that in 6, 12, or 24 months time we will know why we made the change

the current message is:
The s390x architecture has been merged to the primary koji instance for F>=27,
so there is no need for special handling of s390 specific packages.

IMO it should meet your requirement. One needs to go into the commit details to see it though.
