#195 Change default Fedora from 39 to 40

Fedora 39 is EOL and should be replaced by newer version.

Zuul encountered a syntax error while parsing its
configuration in the repo fedora-zuul-jobs-config on branch master. The
problem was:

The nodeset "fedora-39-container" was not found.

The problem appears in the the "clean-stalled-koji-tasks" job stanza:
