Windows (since Windows 10 build 21354), for example, has some generic camera settings that work very well; it's also possible to configure multiple cameras and network ones.
By the way, there is no way to see the camera output unless the user uses installs a camera app such as Cheese. Bringing this feature to Fedora would be a great addition.
Video4Linux Control Panel (v4l2ucp) provides a way to configure webcam settings globally, but it's very outdated and not integrated with the system.
