cheese creates invalid and extremely long video files, each app restart making them longer

This is a blocker bug, and the suggestion in comment 7 by @mattdm is to drop Cheese from the media, and thus no longer blocking; and hopefully fix it with an update.

I know David is actively looking into this issue. But +1 if we run out of time to fix.

Note also Cheese is slated for eventual removal upstream.

A possible proposal is: if Fedora is otherwise ready to do an RC compose, and Cheese is not fixed, then remove from the media and spin the RC (i.e. yes to freeze exception, but no to blocking).
