#16 jar files are unpacked with local time zone

https://github.com/rpm-software-management/rpm/issues/2955 asks for rpm-uncompress to always use TZ=UTC. I'm filing this here to make tracking easier.

Affected: java packages that have sources as .zip and copy license or documentation files into output rpms.

ecj-4.23-9.fc41, apache-parent-31-4.fc41, apache-resource-bundles-1.5-6.fc41, beansbinding-1.2.1-36.fc41, build-helper-maven-plugin-3.5.0-4.fc41, CardManager-3-30.fc41, flute-1.3.0-37.OOo31.fc41, and many others.


In Fedora, we could probably work around this by setting the timezone to the whatever is used in koji. (Probably UTC). But I think that since we're almost independent of the timezone, it would be nicer to resolve this in rpm and not override the timezone.

Looks like this issue is fixed in RPM 4.20, https://rpm.org/wiki/Releases/4.20.0

Yep, looks like this is fixed. Tested with rpm-4.20.0-1.fc41.x86_64 and the original xz-java test case.
