#843 Upgrade openQA deployments to Fedora 43

Now Fedora 43 is out, we should upgrade the openQA deployments to it (I usually keep them on the latest stable).

shh, don't tell anyone, I did staging already. I'm being hyper-agile.

Prod is done now too. Fallout: a weird edk2 bug which has taken up a lot of time.
