#323 Add API support to the blocker tracking app

While the web interface is nice for humans, there could be a lot of utility in a RESTful API to the blocker tracking app.

Potential Use Cases:
* Integration with an image builder to automatically pull blocker and nth fixing updates for the latest smoke image
* Enable better analysis of stats

RESTful API is already implemented in #392. Closing.
