#262 Create a release criterion to cover removal of betanag in Final

For Alpha and Beta releases there's a screen referred to as the 'betanag' in anaconda which warns you that you're about to install a pre-release. Obviously this has to be taken out for Final, but we don't currently have a release criterion to note that there must be no such nag screens in the final release. We should add a criterion for this.
