#113 Update F39 beta schedule: we will not make the Early Target date

We will not make the early target date for F39 Beta. We have no RC. I have announced that the go/no-go meeting scheduled for 2023-09-07 is cancelled. Please make the appropriate changes to the schedule: we will now target Beta target date #1 (2023-09-19) with a go/no-go meeting on 2023-09-14.
