Subject: ChangeSet wiki page: include tracking bugs for self-contained


I can't see any reason we don't include the tracking bug number
in the entries for self-contained changes. I can see why we may
not want/have a release notes tracker and contingency deadline
for these, but there's no reason not to list the tracking bug.
