increases have driven F40 image sizes over the current limits and
we cannot find a practical way to get them back down. This bumps
the netinst size limits to 1G and the Workstation live size limit
to 2.3G as proposed in
https://pagure.io/fesco/issue/3122#comment-892725 - please don't
merge without signoff from FESCo and Workstation WG.

This is now ready for merge, it was approved by FESCo. I've updated it to apply all the accepted recommendations.
