Add Toolbx (Toolbox) images to the release-blocking images list.
Also add notes about CoreOS being separate and IoT composes being
their own thing.

I didn't include a maximum size because I'm not sure if we want one, but if we do it's easy to add. Maybe ask @rishi ?

I think it's wise not to add a maximum size for the fedora-toolbox images until we are sure that we have fixed this bug for Fedora 39:
