#20 Various minor changes for program_management

It is built on top of #19 ; I branched from a branch. Please let me know if this should be moved into a main-derived branch.

One more note: I noticed "pgm_docs/modules/ROOT/pages/bugs". The files do not seem to be used. Leave as is or delete?

Yes, those should be updated. The mailing list URLs changed recently.
