set for development being targeted at Fedora 28
set Release to 0.1 as whole numbers tell anaconda on livecds that the release
is stable and GA and turns off the betanag

Why drop the old changelog entries?

@ralph releng habbit. so it only ever shows the history of the targeted release. otherwise it gets clunky and confusing over time. We need to have a f27 branch also. it would keep the changelog
