but there is no content.
In F31 gnome software banner says Fedora 33 now available, click on button read more gives an empty page https://fedoramagazine.org/whats-new-fedora-33-workstation.

The page doesn't exist because Fedora 33 has not been released. That's scheduled for late October. I've opened an issue with Release Engineering to report the false notification: https://pagure.io/releng/issue/9761

Update from the Release Engineering ticket:

That's because the user has set 'org.gnome.software show-upgrade-prerelease true' gsetting manually (likely during a previous cycle) and now gnome-software shows the pre-release upgrade because of that.

'gsettings reset org.gnome.software show-upgrade-prerelease' should get them out of this and restore the default behaviour.
