#15 Add julietaula-montserrat-base-web-fonts as a soft dependency

The new default HTML page (see https://pagure.io/fedora-logos/pull-request/13 ) was designed for our Montserrat font, which isn't installed by default. I would like to request we add a small webfont version of a small selection of typefaces available in this font that were used in the new default HTML page so the page looks its best.

julietaula-montserrat-base-web-fonts is the package name.

added as Recommends for -httpd
