maui-mauikit needs to be updated to 3.0+ (3.1.0 is latest).

At the sig meeting on 05/20/2024, it was mentioned that @ngompa would speak to @thunderbirdtr about getting kde-sig added to the package for maui-mauikit. Afterward others would be able to update the package to unblock other mauikit applications for adding to the proposed Fedora Mobile Edition

Update was revoked due to soname bump that needs an exception in order to bring into stable.
