As the kf6 userfeedback is optional, but always inside the build, I would opt for a bcond without option "userfeedback" to disable it during a build, so have a "non-telemetry-kde" build for the extra paranoid or bigger companies that only accept KDE without telemetry enabled at all.

Where kf6-kuserfeedback-devel is not required at all, it should go, where it is required, it should be embraced with an option to get a clean, non-telemetry KDE (optionally). Use case would be e.g. epel10.
