Good question.
I believe the reason for this change is so it is clear that this is a kf5 package. And that's really only needed for f40+. In that case, there is no need to propagate this down to f38/f39/epel.

But, if the reason for the change is because that is the way it should have been named from the beginning and we are fixing it because it should have been fixed a while ago, then I think it needs to be propagated down.
