Kinoite 38 is missing System Settings > Audio > MP3 & Opus encoder tabs. I'm not sure if KDE spin gets these thru comps.

What package installs this KCM on a classic KDE installation?

OK, found it. It's part of the audiocd kcm.

Looks like we are missing buildrequires / requires in https://src.fedoraproject.org/rpms/kf5-audiocd-kio/blob/rawhide/f/kf5-audiocd-kio.spec
