This release includes the new wp-fractional-scale-v1 protocol, which will be used by KWin 5.27. So whatever Fedora release ships Plasma 5.27 will need wayland-protocols 1.31.

FYI: I would really appreciate it if I don't have to ask for another wayland-protocols upgrade again for a little while. I don't think the RHEL folks like it when I do that too often within a development cycle.

The only other pending wayland protocol I can think of that we'd like to adopt as soon as it's merged is is the "compositor restarts" one that David Edmundson has been working on for several years. I can't even find it at https://gitlab.freedesktop.org/wayland/wayland-protocols/-/merge_requests/, and (unfortunately, because it's really important) I don't see it happening anytime soon.
