Reopen Issue

When running rpm-ostree upgrade rpm-ostree won't find any new updates for fedora kinoite, however fedora silverblue is currently on the 20220815 build.

We have an issue ongoing with updates that is currently tracked in https://github.com/fedora-silverblue/issue-tracker/issues/322. This might be a dupicate.

Weirdly this only impacts Kinoite and not Silverblue. Will file an issue for releng.
