Issue:
Currently for Fedora Workstation, upgrading is relatively simple for the end user. Per wiki: "when the next stable release is available a graphical notification will appear similar to the update notifications. Clicking this, or running the Software application and going to the Updates pane, will display a simple graphical interface for upgrading the system. It will download the upgrade files, then prompt for a reboot to install them, similar to a system update. When the upgrade is complete, the system will automatically reboot into the new release."

Comparatively Fedora KDE is more daunting to upgrade for end users as they have to run several terminal based commands (https://docs.fedoraproject.org/en-US/quick-docs/dnf-system-upgrade/#sect-performing-system-upgrade). In turn, those who want to recommend to people Fedora KDE due to the DE may be hesitant to recommend it for those who are wary of terminals or otherwise don't read news when a new Fedora release is out. Furthermore, by having it be terminal and text input based, there is some risk for human error compared to clicking a GUI upgrade button w/ automated scripts.
