Describe what you would like us to do:

I'm trying to add fedora user "kapil1087" as an admin to the "holland" project however his username does not show up. The user was recently created.

When do you need this to be done by? (YYYY/MM/DD)

No urgency on this request, just trying to understand what needs to be done to add this user.

In order to be a package maintainer they must be in the packager group. See:
https://fedoraproject.org/wiki/How_to_get_sponsored_into_the_packager_group

You could request they be added to the packager group as a co-maintainer, the link to do that is off the link above (in the 'become a co-sponsor' section).
