#8244 Upgrade koji to 1.18.0 in production

Having koji in production upgrade to 1.18.0 is a pre-requisite to roll out multi-builds gating in rawhide.
This is planned to be deployed in staging at the beginning of October and in production at the beginning of November, after the F31 release.

This ticket is so we do not forget this :)

Staging Koji already runs version 1.18.0

Oh, we'll also need to push the koji-sidetag-plugin to production as well :)

This is now done.
