#12938 Add access to elasticache for Fedora CI

Can we get permissions for Fedora CI to be able to create elasticache. We want to create a valkey cache which will be used to share some information between Fedora CI jobs to lower the pressure on Koji.

Is what we are getting when trying to create the cache.

Make sure we can create, edit and remove caches please. Also make sure it works for out automation user.
