Reopen Issue

For the last few hours, all builds (scratch and non-scratch, side tag and main) seem to be failing at the wait-repo stage. Manual koji wait-repo --request commands also just time out after two hours, even for packages which definitely are tagged for the repo in question.

The builds are being build again. I'm not sure what exactly blocked them, but after fixing coreos-build-pipeline they started work again.
